Referring to Your Lordship'a

Despatch No. 263 of 2nd. ultimo, I have the honour to

state that this Government is prepared to keep open the

Tientsin Agency provided that the Municipal Council will

guarantee any deficit that may result in the working but

that in view of the Council's guarantee being specially

restricted to one year, this Government's pledge was

similarly restricted.

I have noted Your Lordship's

wishes as to early intimation being given of any intention

to close the Post Office.
